    The Texas Racing Commission Occupational Licensing Program Specialist will perform highly advanced (senior-level) which will involve team leader responsibilities in the transformation of the current licensing program and involves work in support of or at times, physical presence in one of four field offices. Program work involves administering, monitoring, and evaluating the development and operation of an occupational licensing program including pre-determination of applicant criminal background history, determinations of application denials as well as preparation of files for appellate hearings.  Customer service and engagement in face-to-face as well as online licensing environment and involves tracking revenue as well budget projections to invest in licensing modernization initiatives.

    Assignments will likely follow the posted 2025 race calendar approved by the TXRC Executive Director but may include exercise works and lameness evaluations before and after race meets. These duties and functions are specified in the Texas Racing Act and Texas Racing Commission Rules as they relate to matters of racing with pari-mutuel wagering.

    Performs complex (journey-level) investigative duties pertaining to violations of the Texas Racing Act and the Texas Racing Commission rules. Work involves independently planning and conducting sometimes complex or unusual investigations with minimal supervision. Investigative activities will involve interacting with the Board of Stewards and Judges and liaison with other law enforcement agencies as circumstances dictate. Related investigations may be undertaken as directed by the Executive Director, Deputy Executive Director, or the Chief of Investigations.

    Conduct investigations of alleged violations of laws, rules, and regulations, contact and interview witnesses, and prepare detailed written case reports on violations of the agency's rules or the Texas Racing Act, including animal drug positives, criminal history records, human drug testing, illegal wagering activity, and other violations.

    Conduct searches and seizures of racetrack facilities and occupational licensees for contraband.
