The Texas Racing Act and the Texas Rules of Racing provide the basis for qualifying applicants for an occupational license. Chapter 53 of the Texas Occupations Code provides additional information for licensing applicants with a previous criminal conviction or deferred adjudication.
Applicants are encouraged to get electronic fingerprints (if not on file with the agency) completed at least 10 days before submitting an application for a license.
All new and returning licenses are encouraged to submit license applications at least 21 days before entering a horse in a race or seeking entry to the restricted area of a racetrack.

STEP 1: BACKGROUND CHECK.
All applicants must pass a background check within 10 days of licensing application.
NOTICE: If your fingerprints are on file with the Texas Racing Commission, you do not need an updated set of fingerprints, we will run your background check when we receive your application.

Your application must have a copy of the fingerprint receipt, so the Racing Commission can retrieve your fingerprints.
