08/14/18    PROHIBITION ON USE OF CLENBUTEROL
                   Effective September 10, 2018, clenbuterol shall be prohibited for use in race horses of ALL breeds. The                    maximum permissible concentration for the drug clenbuterol will change from 140 pg/ml of urine to                    level of detection. The level in serum or plasma shall remain at level of detection. Therefore, any                    post-race sample submitted to TVMDL for drug testing shall be reported as positive if there is any level                    of clenbuterol detected in the sample.

09/01/16   Sec. 319.110. Requirements to Enter Association Grounds.
                  To be admitted on to an association's grounds, a horse must be accompanied by a current certificate of                   veterinary inspection and meet any other health inspection requirements established by the Texas Animal                   Health Commission.   
                  In addition to the requirements listed in Sec. 319.110, each racetrack may establish additional entry                   requirements. As the requirements may differ from racetrack to racetrack, always contact the                   racetrack for its current information on entry requirements.

09/11/18        Governor Abbott appointed Connie Couch McNabb, DVM, of Montgomery to the Racing Commission for
                     a term set to expire February 1, 2021.

                      Connie Couch McNabb, DVM,  is retired after over 30 years of veterinary experience,                      
                      including 3 years as the chief veterinarian for the Texas Racing Commission. In addition to Veterinary                       practice, she served in various roles and positions with the United States Air Force, Texas Air National                       Guard and the Texas State Guard. She is a member of the American Veterinary Medical Association, Kappa                       Alpha Theta alumnae, a life member of the National Guard Association of the United States, National Guard                       Association of Texas, Military Officers Association of America, Enlisted Association of the National Guard,                       and the Veterans of Foreign Wars. McNabb received a Doctor of Veterinary Medicine from The Ohio State                       University and completed the Governor’s Executive Development Program at The University of Texas at                       Austin L.B.J. School of Public Affairs. Additionally, she earned a Graduate Certificate from the Bush School of                       Government and Public Service at Texas A&M University for nonprofit management. Her military                       professional education included Joint Forces Staff College, Air War College, Air Command and Staff College,                       and the Squadron Officer School.

10/06/17      A combined Committee on Rules and Ad Hoc Committee on Finance will be held on Tuesday, October 24,                      beginning at 1:30 at Sam Houston Race Park. The agenda and room information will be available here on                      Monday, October 16, 2017.

07/12/17      One of the Racing Medication and Testing Consortium (RMTC) latest informational pamphets that                     informs horsemen on the risks of “all natural” and “homeopathic” labels on various equine products, is                     available for viewing or printing:
                    Herbal and Homeopathic Remedies: Understanding the Risks.

                    Another RMTC informational pamphlet telling trainers what they should know to prevent unintended
                    exposure to regulated substances is available for viewing or printing:
                    Responsibibly Managing your Horse's Environment.

02/15/17      SHRP Announces REVISED Entry Policy Regarding EHV-1 - NOW EFFECTIVE 2/15/2017.                     Sam Houston Race Park has revised its entry policy effective February 15, 2017, and until further notice.                     Contact SHRP if you have any questions.

01/12/17      New Chair - Governor Abbott appointed John Steen III Chair of the Commission. Commission Steen
                    replaces former Chair Rolando Pablos who resigned in December to accept his appointment as Texas                     Secretary of State.

12/15/16      Chair Rolando Pablos Resigns - Governor Abbott appointed Pablos Texas Secretary of State effective                     January 5, 2017.

09/06/16      FBI-DPS Fingerprint Fee Changes - Effective October 1, 2016 - The FBI announced a reduction in                     its fingerprint fees effective October 1, 2016. The combined FBI-DPS fingerprint fee for all new                     applicants (ages 17-69) will be $40.75.  All others (ages 17-69) will pay a three year resubmit fingerprint                     fee of $27.00.     (ENGLISH)  (SPANISH)

09/01/16     Amendment Adopted to Health Inspection Requirement Change - The Commission adopted the changes
                    to TRC Rule 319.110 as discussed in posting dated 05/03/16 (See below). The rule now reads:
                   Sec. 319.110. Requirements to Enter Association Grounds.
                   To be admitted on to an association's grounds, a horse must be accompanied by a current certificate of                    veterinary inspection and meet any other health inspection requirements established by the Texas Animal                    Health Commission.                 

05/03/16      Health Inspection Requirement Change - Please see the attached memo regarding the health inspection                     requirements for admitting horses onto Texas racetracks.  While Texas Racing Commission (TRC) Rule                     319.110 specifies that a health certificate issued in the 45-day period preceding a horse's arrival is valid for                     admittance to a track, the Texas Animal Health Commission’s (TAHC's) 30-day requirement is stricter and                     therefore takes precedence.  Starting today, May 3, 2016, association staff will begin enforcing the 30 day                     requirement.  TRC staff will propose a rule amendment at the next Commission meeting that will bring TRC's                     rules into conformity with TAHC's rules.

03/24/16     FBI-DPS Fingerprint Fee Changes - Effective April 1, 2016 - Fingerprint fees for all new                    applicants (ages 17-69) will be $43.50.  All others (ages 17-69) will pay a three year resubmit fingerprint fee                    of $29.75.  (ENGLISH)  (SPANISH)

11/06/15    Governor Abbott Appoints Three to Racing Commission - Governor Greg Abbott has appointed Margaret                    Martin and Rolando Pablos and has reappointed Gary Aber to the Commission for terms set to expire on                    February 1, 2021. Commissioner Martin replaces Vicki Weinberg and Commissioner Pablos replaces Dr.                    Mike Martin.  Both of their terms expired 02/01/2015.  See Governor's Press Release.    

                   Commissioner Pablos previously served on the Commission from 2007 - 2011, serving as Chair from                    2008 until 2011.       

09/03/15    Agency Resumes Operations - The Legislative Budget Board has informed Texas Racing Commission
                   Executive Director Chuck Trout that the agency has been approved to immediately resume operations                    for the next 90 days, or until November 30, 2015. This action by the LBB was subsequently approved by                    the Governor.  All TxRC offices are now open for regular business hours.

02/05/15   Texas Animal Health Commission (TAHC) Announces Temporary Waiver of Requirement to Test                   Thoroughbred Horses for Piroplasmosis Before Entering a Licensed Racetrack - The
                  Executive Director of the TAHC has temporarily waived the requirement for Thoroughbred horses
                  to be tested for Piroplasmosis before entering a licensed racetrack in Texas. A Piroplasmosis
                  test remains a requirement before entrance for all other breeds, including Arabians, Quarter Horses,
                  and Paint Horses at licensed racetrack facilities and for all breeds at unsanctioned racetracks. For more
                  information regarding the temporary waiver visit TAHC's website, www.tahc.texas.gov, contact your                   local TAHC region office, or call 1-800-550-8242.
